Parentally-Placed Private/Home School Students
The Individuals with Disabilities Education Improvement Act (IDEIA) requires each local education agency (LEA) to locate and identify students residing within the LEA who are suspected of having a disability and when applicable providing specialized instruction. Accordingly, by use of letters, e-mails and public postings in the local newspaper, representatives of parentally placed private school students are invited to a consultation meeting during the spring of each school year. At that time, the following topics are discussed:
•The child find process and how parentally placed private school children suspected of having a disability can participate equitably in special education and related services, including how parents, teachers and private school officials will be informed of the process.
•The determination of the proportionate amount of federal funds available to serve parentally placed private school children with disabilities, including determination of how the amount was calculated.
•The consultation process among the local educational agency, private school officials, and representatives of parents of parentally placed private school children with disabilities, including how the process will operate throughout the school year to ensure that parentally placed private school children with disabilities identified through the child find process can participate in special education and related services.
•How, where and by whom special education and related services will be provided for parentally placed private school children with disabilities, including a discussion of types of services, including direct services and alternate service delivery mechanisms, how such funds will be apportioned if funds are insufficient to serve all children, and how and when these decisions will be made;
•How such services will be apportioned if funds are insufficient to serve all children
•If the local educational agency disagrees with the views of the private school officials on the provision of services or types of services, whether provided directly or through a contract, how the local educational agency shall provide to the private school officials a written explanation of the reasons why the local educational agency chose not to provide services directly or through a contract.
After meaningful consultation with the private school and home school representatives and consideration of the needs of parentally placed private school students, Davidson County Schools makes the final decision with regard to how to support parentally placed private school children identified with a disability. During the 2020-2021 school year, parentally-placed private school students with speech as a primary disability will be entitled to speech-language services via district personnel.
•Services are provided only to eligible school-age students or those enrolled in a private facility that meets the definition of elementary school or secondary school.
•Services will be provided in a Davidson County School (The student’s home school will be used unless designated differently by DCS)
•Services will be provided during instructional hours
•Unique situations will be reviewed on a case by case basis.
•Services will be provided by licensed speech-pathologist
•Ongoing consultation is encouraged to ensure that all eligible private school children are identified throughout the year and have an opportunity for equitable participation in special education services.
To petition Davidson County Schools for private/home school services for a child already determined to be a child with a disability, the parent must contact the Department of Exceptional Children at (336) 242-5508.
If a child with a disability is enrolled in a religious or other private/home school by the child’s parents and will receive special education, a meeting will be conducted by the LEA to develop a Service Plan for the child. Each parentally-placed private school child with a disability who has been designated to receive services must have a services plan that describes the specific special education services that the LEA will provide to the child in light of the services that the LEA has determined and will make available to parentally-placed private school children with disabilities. Davidson County Schools will ensure that a representative of the private school has the opportunity to participate in this meeting.
Davidson County Schools require the following when Exceptional Children services are requested:
•An original certified copy of the child’s birth certificate;
•Current immunization record;
•And, for students who are homeschooled, two copies of Davidson County proof of domicile or, if appropriate, a statement of McKinney-Vento status.
•The child find process and how parentally placed private school children suspected of having a disability can participate equitably in special education and related services, including how parents, teachers and private school officials will be informed of the process.
